city as a metaphor for curriculum

If the city is a space, then isn't everything. EVERYTHING is space! So is EVERYTHING a metaphor for curriculum? I understand the socio-economic side of things and I'm starting to understand assessmen and how it needs to be changed but can someone help me with this space thing. Boundaries...got it. City as curriculum....still working on it.
